Mr. Harry Dhaul

Director General, Independent Power Producers Association of India


Mr. Harry Dhaul, an Economics graduate from Mumbai University, is the Founder and Director General of The Independent Power Producers Association of India (IPPAI), and has over 25 years experience in the power and infrastructure sectors.

The transition of the sectors (especially power, oil & gas), from being entirely state controlled to the current stage of increasing private sector participation, led Mr. Dhaul to envisage the requirement for a neutral forum for discussion and examination of policy and regulatory issues, for the development and private sector participation in the infrastructure sectors.

Thus, in 1994, IPPAI was formed as an independent non-profit organization for discussion and examination of policy and regulatory issues, critical to development of the energy and infrastructure sectors. IPPAI has worked with several Ministries including such as the Panchayati Raj Ministry, Ministry of Power, Ministry of Rural Development, etc.

Due to his extensive experience and knowledge of the energy sector, Mr. Dhaul has also been a consultant/advisor to the Ministry of Power, Planning Commission and other Regulatory bodies and has participated in several ministerial delegations for attracting investment in the Indian power sector from 1992 onwards when the Government of India invited the private sector to invest in power generation. He has also been on the Planning Commission consultative committee for the 8th and 9th Five year plan of the Central Electricity Authority.

Mr. S.R. Mehra, IPS (Retd)

S R Mehra joined the Indian Police Service in 1970 and was assigned to the Assam – Meghalaya cadre. He has served in senior capacities both in the State (Assam/Meghalaya) and Central Governments this includes Inspector General of Police; Joint Secretary, National Security Council Secretariat, Director General, Central Reserve Police Force, Commissioner of Security (Civil Aviation) and Secretary (Security) for the Indian Government. He retired from service in March 2008. Whilst in the National Security Council, he specialized in international relations, international terrorism and negotiations at the highest levels. As an expert on aviation security he recently presented to the World Customs Organization and East West Institute, Brussels. In recognition of his service, he was awarded the Indian Police Medal for Meritorious Service and President’s Medal for Distinguished Service.

Mr. Maroof Raza

He has appeared on almost all of India’s leading television channels as an expert on military and security matters, and on BBC’s World Service radio programmes. He is currently the Strategic Affairs Editorial Adviser to Times Now, one of India’s leading television news service. He is a former Indian Army officer, with experience in counter-insurgency operations. His articles are published regularly in leading Indian newspapers and he has authored two books. Maroof has held Visiting Fellowships at the Centre for Policy Research, Delhi, at the Henry L. Stimson Centre, Washington and at the War Studies Department of King’s College, London.
